A penetration test tries to exploit what exists today. An architecture review looks at the design itself, asking whether the way systems are built in leaves you exposed even before anyone tries to attack it. It is a more strategic, forward looking exercise than a hands-on test.
Ideally before major systems go live, since redesigning a flawed architecture after the fact is far more expensive than building it right the first time. That said, we regularly review existing production environments too, especially before a major expansion or cloud migration.
